I wanted to ask if I unlock a Hero Skill with one of my characters, does my Heroes for my other characters also get that skill? I also heard from my friend that the character you use to unlock the Hero Skill also gets that skill, I highly doubt it but is that true?

Heroes can use any skill you have unlocked. Purchasing it from the Hero Skill merchant unlocks it, so yes.

Also, the character that purchases the skill gets it as well.

Kakumei's right. You can definitely use that to your advantage. Since I have a character in almost every class, I use my hero skill points to rake in NF skills for free. It's a sweet deal considering skills for me are a plat a pop.
